What is SEA Proficiency System?
Fly site owners, clubs, instructors, and tandem pilots from across ASEAN nations have come together to create a system that jointly recognizes, propagate and develop paragliding & powered paragliding pilots' skills and proficiency level.

The role of SPS
Govern a Consolidated system of rules, regulation, safety, education, and propagation of aero sports among the members. Uphold legislations in the form of local rules & regulations for clubs, fly site owners, tandem pilots, and instructors.

Safety and Security
Ensure the safety and security of its members by continuous education and training through clinics and workshops held in each member country at least twice annually. Uphold and protect legislation in the form of local rules and regulations for an individual member. Ensure mitigation in case of serious incidents or accidents.

Education
Endorse an education system at the SEA level. Recognize SPS as a benchmark licensing/certification body among the members.

Propagation
Create opportunities to host events and competitions among the members. Represent aero sports at a national and regional level. Help produce quality driven safe and responsible paragliding & paramotor pilots. Minimize risk and maximize sports development thru setting new standards for fly site improvement.

SEA proficiency card
It is the job of every club, fly site owner, or association to make sure that all pilots that fly under their sky are registered members and their data is duly held on the SEA Database.

New Student
During the registration process, the student database must be created by the assigned school or instructor.

Clinic and Workshops
During clinics and workshops for sign-off and training tandem pilots or instructors, every member must be on the SEA Database.

ADMINISTRATOR BY COUNTRY OF SEA PROFICIENCY SYSTEM DATABASE

Each admin will function like Air-sport Control for the locality where it operates, the proceedings from SEA database administration and management shall go towards facilitating proficiency system, communication, and meetings with various schools and instructors while maintaining certain standards and upholding rules & regulations.

Protocols
Directives are issued only by the legislative council of members. Membership at the legislative council level shall be subject to terms and conditions. Directives come in the form of a memorandum, certification, or announcement by the council to the concerned department of the government offices, law enforcement offices, and legal or attorney offices. Directives can be issued to regulatory entities such as National Sports Commission, National Olympic Commission, FAI, NAC, and National Aviation Authorities, regarding the privileges, concerns, and protection of Aero Sports at individual fly sites. Legislative members will develop, reform, or discard rules and regulations in the interest of safety and security governing individual fly sites. They will also monitor, supervise and communicate among themselves and raise any concerns to the legislative council. Membership subject to terms and conditions such as unified certification and education system will ensure unified safety and security standards. Instructors are allowed and encouraged to come up with a sustainable commercial scheme such as training/schooling fee, sign-off fee, and refresher courses fee at a reasonable price that should encourage more future pilot registration.

Training and Syllabus
Participating countries with their instructors will have the freedom to choose whatever training SYLLABUS they prefer, however, only one methodology can be followed. We highly recommend SafePro Para for paragliding and/or the proficiency standard must fall under a similar methodology. Instructors are encouraged to study SafePro Para and apply the methodology in their training standards.

Resolution and standardization
All technical and nontechnical issues arising are resolved in a form of recommendations by the SEA council of legislative members.
